Himachal in December is a good choice for a cold, festive and flexible hill trip. It is a poor month to plan around guaranteed snow or Rohtang Pass. Snow in Shimla, Kufri or Manali town is possible, but nobody can promise it. In December 2025, the state recorded a 99% rainfall deficit, and Shimla had no rain or snow up to 29 December.
Rohtang is usually closed to regular tourist traffic, and Spiti is reachable only via Shimla and Kinnaur. The Christmas–New Year week brings the Shimla Winter Carnival, along with peak traffic and near-full hotels.
Most first-timers make one mistake. They book December as a snow trip on fixed dates, because winter is officially described as snowfall season. A dry spell then leaves the plan with nothing to fall back on. Build your trip around the cold, the clear days and the festivities instead, and treat snow as a bonus.
Quick Answer
December is cold and festive, and snow in the towns is possible but cannot be promised. Shimla stayed dry through 29 December 2025. Rohtang Pass is usually closed to regular tourist traffic, and its December 2025 opening was 4×4-only until 28 December. Spiti is reachable only via Shimla–Kinnaur: 412 km, about 20 hours excluding a night halt. The Shimla Winter Carnival is scheduled annually from 24 December to 1 January, and traffic peaks that week.

Is December a Good Time to Visit Himachal?

Yes, if you want cold mountain air, a festive mood and an unhurried pace. December suits couples and families who will enjoy crisp days, Shimla’s carnival and the ice rink. It works best when you can keep one or two days loose in the plan.
It suits you less if the trip only makes sense with snow on fixed dates. It will also disappoint you if you are set on Rohtang Pass or hope to add Spiti as a quick extension. If you dislike crowds but can only travel in Christmas–New Year week, expect a busy holiday.
Distance should shape your choice of base. HimTrails’ guides put Delhi to Shimla at about 350 km via NH5 through Chandigarh. Delhi to Manali is about 540 km via NH3 through Chandigarh and Mandi. On a short December break, Shimla’s shorter distance from Delhi gives you more time in the hills and less time on the road.
Neither base guarantees snow. Shimla gives you the carnival on the Ridge and the Mall, plus the ice rink. The Manali side gives you higher terrain within reach through the Atal Tunnel route.
If a shorter drive and a festive base matter most, start with the Shimla travel guide and plan your days from there.
Will It Snow in Himachal in December?

Snow is possible in December, but it is not something you can book. Himachal Tourism describes December to February as winter, when many towns, including Manali, Kufri and Shimla, receive snowfall. That describes the season. It does not forecast your dates.
This is where many first-time travellers and honeymooners go wrong. They fix hotels and return dates around the hope of snow in Shimla or Manali town. If the sky stays clear, the trip feels like a failure, even though the hills had plenty to offer.
December 2025 showed how this can happen. Lahaul & Spiti was the only district to receive any precipitation that month, just 0.9 mm. Shimla had no rain or snow up to 29 December.
The longer pattern points the same way. According to a report in The Tribune, Shimla’s snowfall historically began in December but has shifted to January and early February over the past 15 years. The same report noted that Shimla used to record about 21.4 mm of precipitation in December. State Met data showed Shimla had 5 rainy days in December 2024, 3 in December 2023 and 1 in December 2022.
December 2025 was also milder in Shimla than a snow-seeker might picture. The town’s maximum ranged from 15.6°C to 21.6°C that month, and its minimum from 5°C to 12.2°C. Those figures describe one December only, not a normal year.
The better plan is to build around what December offers more dependably: cold air, clear days and the festive season. Treat snow as a bonus, and check the official weather forecast close to your travel date. If snow does arrive during your stay, the guide to snow activities in Himachal shows what you can add.
What Is Open and What Is Closed in Himachal in December

Access decides a December trip more than sightseeing lists do. Here is how the main routes stood when this guide was checked.
| Place or route | December reality | What to do |
| Shimla, Kufri and Narkanda (NH-5 side) | Normally reachable; snow can make stretches slippery | Drive slowly and follow HP Police winter advice |
| Manali to Solang and the Atal Tunnel side | The district describes the Atal Tunnel route as year-round, but vehicles can be restricted after snowfall, as happened in March 2026 | Keep this excursion on a flexible day |
| Rohtang Pass | Usually closed to regular tourist traffic; December 2025 was a 4×4-only exception | Leave it out of your plan |
| Spiti via Shimla–Kinnaur | 412 km to Kaza, about 20 hours excluding one night halt; described as almost all-weather | Plan it as a separate, prepared trip |
| Spiti via Manali and Kunzum Pass | Closed in winter | Do not plan this route |
Rohtang Pass in December is the popular stop to skip. In December 2024, vehicle movement beyond the Gulaba barrier stopped on 1 December because of severe road icing. Such early closures were routine in earlier winters.
December 2025 was an exception during a dry month. The Kullu Deputy Commissioner extended 4×4-only permission towards Rohtang until 28 December. Vehicles could ply between Gulaba and Rohtang from 9:30 am to 12 noon and had to return from the Marhi check post before 3 pm. If you are staying in Manali, do not build a day around the pass.
The Atal Tunnel detail many visitors miss is the approach. The district lists Shimla to Keylong via the tunnel as 330 km, about 14 hours, and says the route stays operational throughout the year. After heavy snow in mid-March 2026, though, authorities allowed vehicles only up to Nehru Kund, and only 4×4s up to Solang Nala. More than 1,500 tourist vehicles were evacuated from near the South Portal. On a given day, these approach limits decide whether you reach the tunnel at all.
For Spiti, the district says the Keylong–Kaza road across Kunzum Pass closes in winter, from October or November until June or July. The Shimla–Kinnaur road is described as almost all-weather up to Kaza, which still does not mean it is open every day.
The Manali travel guide covers planning on the Kullu–Manali side in more detail.
Where to Go in Himachal in December
Shimla for the Festive Season

Shimla is the easiest December base for a festive trip. In December 2025, the Himachal government approved the Shimla Winter Carnival as an annual event from 24 December to 1 January, organised by the Shimla Municipal Corporation. The 2025 edition, the carnival’s third, began on 24 December at the Ridge and the Mall. Check the 2026 programme before you fix your dates.
The other draw is the natural ice skating rink at Lakkar Bazar. It dates to 1920 and covers an area roughly the size of five tennis courts. In 2025, sessions began on 4 December after a trial on 3 December. Himachal Tourism notes that the Ice-Skating Carnival is normally held in December, but dates vary from year to year.
Aim for a morning session. In December 2025, morning sessions ran from 8 am to 10 am, depending on ice quality. Evening sessions were added only once temperatures dropped and the ice improved, so early in the season the morning slot may be your only option. Timings can change each year.
The rink’s ice forms best under a clear sky with temperatures below 4°C. Nearby construction and demolition have made ice formation harder, so sessions depend on the weather. If skating matters to your family, keep a second Shimla morning free.
Manali and the Atal Tunnel Side for Higher Terrain

Choose the Manali side if you want higher terrain within reach through the Atal Tunnel route. In December 2025, Lahaul & Spiti was the only district to record any precipitation. That was one year’s record, not a pattern to bank on.
HimTrails’ Manali guide describes skiing at Solang as starting only once there is enough snowfall. Do not plan the trip around a ski day. Keep the tunnel excursion on a flexible day, because restrictions after snowfall can stop vehicles well short of Solang.
Narkanda as a Base Beyond Shimla

Narkanda sits on the Shimla side of NH-5, so you can add it to a Shimla-based trip. HimTrails’ Narkanda page describes ski operations there as dependent on snowfall. If Narkanda fits your plan, the Narkanda tour packages page lists the trip options on this route.
Spiti in December, Only If You Are Prepared

Spiti in December is a separate, prepared trip, not a quick add-on to a Shimla–Manali holiday. The only route runs via Shimla and Kinnaur. The district lists Shimla to Kaza as 412 km, about 20 hours excluding one night halt. It calls the road almost all-weather, which still leaves room for closures.
HP Police advise travellers in remote areas to register with local police stations or tourism offices. Carry a full winter kit and confirm your stays in advance.

Christmas and New Year in Himachal: Shimla Winter Carnival, Crowds and Traffic

The last week of December is the busiest stretch of the month. The Shimla Winter Carnival was first organised in 2023 and ran for ten days in 2024. It is now scheduled annually from 24 December to 1 January.
Himachal Tourism lists Shimla, Chail, Solan, Manali, Kullu, Dharamshala, Dalhousie and Chamba among places that draw New Year revellers. It also notes that Christmas is celebrated in Shimla and Dalhousie. In Lahaul’s Pattan valley, the Phagli festival begins towards the end of Paush, which falls in December–January. Festival dates shift each year, so confirm them before you plan around one.
The festive mood comes with heavy traffic. On 24 December 2023, Kullu police named major bottlenecks between Manali and Sissu, Bhuntar and Manikaran, and Sainj and Banjar. Tourism Department data showed 900 tourist vehicles crossing Manali from Kullu on a Thursday and 2,000 on Friday and Saturday. Over 3,000 were expected on Sunday.
Kullu–Manali hotel occupancy went beyond 80% for that year-end. That was one year’s data, but it shows how quickly the valley can fill.
In 2026, Christmas (25 December) falls on a Friday, so 25–27 December forms a three-day holiday window. New Year’s Day 2027 also falls on a Friday. If you plan to travel in either window, book your stays and transport early.

Driving in the Hills in December: Safety Checklist

December driving in Himachal is manageable if you follow the winter advisory HP Police issued for snowbound and hilly areas. Their guidance covers these points:
- Check weather and road conditions on official government or police websites, and avoid snow-prone, closed or restricted routes.
- Fit anti-skid tyres or snow chains, and check the brakes, battery, fuel and coolant.
- Drive slowly, keep your distance, and avoid sudden braking or acceleration.
- Use low gears on downhill stretches.
- Carry a spare tyre, warm clothing, blankets, food, drinking water and a first-aid kit.
- Pack a torch with spare batteries, a charged phone and a power bank.
- Register with local police stations or tourism offices when you head into remote areas.
- Confirm your accommodation in advance.
On the road, follow instructions from local authorities. After heavy snow in mid-March 2026, vehicles were allowed only up to Nehru Kund near Manali, and only 4×4s up to Solang Nala. Limits like these follow administrative orders, so check them on the morning you travel.
Keep 112 saved for police assistance. If a stretch is closed, wait for clearance rather than looking for a way around it.
How to Save Money on a December Trip

The simplest saving is to travel before 24 December. HimTrails’ trip cost calculator treats the Christmas–New Year week as a peak pricing period. At the 2023 year-end, Kullu–Manali hotel occupancy went beyond 80%. Earlier December dates avoid that peak.
The trade-off is real: you miss the carnival atmosphere on the Ridge and the Mall. If the festivities are the main reason for your trip, pay the peak premium and book early instead.
The second saving is to leave Rohtang out of your budget. The pass is usually closed to regular tourist traffic in December, and December 2025’s opening was a limited 4×4-only exception. Spend that day and that money on a flexible outing near your base.
Compare your dates in the Himachal trip cost calculator before you lock in hotels.
Final Verdict: Should You Go to Himachal in December?
Go if you want a cold, festive and relaxed hill trip and can keep one or two flexible days. Choose Shimla for a shorter drive from Delhi, the carnival and the rink. Choose the Manali side if you want higher terrain within reach.
Travel before 24 December for fewer crowds. Pick 24 December to 1 January if you want the carnival atmosphere and can book early. Treat snow as a bonus, leave Rohtang out, and follow HP Police winter driving advice.
Skip December if your holiday only works with snow on fixed dates. Plan winter Spiti only as a separate trip via Kinnaur.
Before you book, map your days in the Himachal trip itinerary planner and keep one day free for the weather.
