Bir Billing in December 2026: Weather, Paragliding and an Honest Trip Plan

You are currently viewing Bir Billing in December 2026: Weather, Paragliding and an Honest Trip Plan

Yes, you can visit Bir Billing in December, and tandem paragliding runs on days when the weather allows. Billing is the take-off site and Bir is the landing village, both in Kangra district, Himachal Pradesh. December falls outside the official best-time window of March to June and September to November.

That makes December a trip for flexible travellers. A tandem flight took off from Billing in late December 2025, so winter flying does happen. But the district administration suspends flying during snow or bad weather, and nobody can promise you a flyable day.

The common mistake is treating December as either “closed” or “guaranteed”, then booking a tight weekend with the flight left for the last day. If the weather turns that day, the flight is lost. One spare day solves most of this problem.

Quick Answer

Tandem flights from Billing run in December whenever the weather allows. In late December 2024, one foot of snow at Billing led the administration to suspend paragliding and advise tourists not to visit Billing. December also sits outside the official best-time window. Attempt your flight on your first full day in Bir and keep the next day free as a buffer.

Is December a Good Time to Visit Bir Billing?

Is December a Good Time to Visit Bir Billing?

December is a workable month, but it is not the easy one. The Ministry of Tourism’s Incredible India website gives the best time to visit as March to June and September to November, so December sits outside that window.

There is an upside. December also sits outside the monsoon, when flying stops every year. So the question in December is not whether flying is allowed. It is whether the weather allows it on your day.

Bir and Billing are 14 km apart by road. In late December 2024, snow blocked the road up to Billing, which is why this guide keeps you based in Bir.

Here is the honest negative. If the flight is your only reason to go and you have one fixed date, December is a poor bet. October–November or March–June gives you a safer window, although weather can still ground flights in any season.

Can You Do Paragliding in Bir Billing in December?

Can You Do Paragliding in Bir Billing in December?

Yes. Paragliding in Bir Billing in December is not banned, unlike during the monsoon. In 2025, a complete monsoon ban began in July, and flying was set to resume on 16 September. December falls well clear of that period.

In December, the weather on the day decides your flight. A tandem flight took off from the Billing launch point on a Friday evening, as reported on 28 December 2025. A year earlier, the district administration suspended paragliding during snow. Both outcomes are normal, because the authorities stop flying in snow and bad weather as a safety practice.

You take off from Billing at about 8,000 ft and land at Chogan (also spelt Chougan), the landing ground on the southern edge of Bir, at about 4,500 ft. That height gap explains why the take-off is much colder than the village below.

No flight can be guaranteed on any particular December day. Treat any promise of a fixed flying date with caution. For a wider look at flying across the state, see our page on paragliding in Himachal Pradesh.

Fly Only With a Registered Pilot

Under the Himachal Pradesh Aero Sports Rules, 2022, a person can undertake aero sports only after registration with the state Tourism Department. A licence is issued only after a technical committee approves their training and the safety of their equipment.

So before you pay, ask to see your pilot’s registration or licence. It is a fair question, and it is the simplest check you can make.

There is oversight on the ground as well. In July 2024, the Ministry of Tourism told the Lok Sabha that marshals had been deployed at the Bir-Billing take-off and landing sites. It added that a District Technical Committee ensured the rules’ protocols were followed, with random inspections carried out.

The same reply stated that the state Tourism Department reported 9 deaths in tandem and solo flights at Bir-Billing from 2020 to 19 July 2024. That figure is the reason the registration check matters.

Bir Billing Weather in December: How Cold Does It Get?

Bir Billing Weather in December: How Cold Does It Get?

There are no December temperature figures for Bir itself to quote. The closest reference comes from Dharamshala.

For Dharamshala, the nearest major IMD station, the 1991–2020 December averages show a daily maximum of about 18°C and a daily minimum of about 7°C. The same normals show average rainfall of 36.6 mm over 2.2 rainy days.

Treat these as a rough guide, not as Bir’s own numbers. Billing sits at about 8,000 ft, far higher up, and is much colder.

Snow cannot be predicted or promised for any date in December. It may fall higher up, but you should never plan around it.

Pack warm layers for the evenings. Add one extra layer for the Billing take-off, because you will be far higher than Bir while you wait to fly.

What Happened in December 2024

In late December 2024, Billing recorded one foot of snow, as reported on 29 December 2024. The district administration suspended paragliding at Bir-Billing, and vehicular traffic to Billing came to a standstill.

Tourists were advised not to visit Billing because the road was snow-covered at many stretches. Vehicles were reported stranded at places including Bir, Billing, Rajgundha and Barot. Power supply was also hit for hours in parts of Baijnath, Jaisinghpur and Sullah.

That was a single event, not a yearly pattern. The practical lesson is simple: base yourself in Bir, carry a power bank and a torch, and keep a spare day.

The December Mistake Most Visitors Make

The December Mistake Most Visitors Make

Most visitors get December wrong in one of two ways. Some assume Bir Billing shuts down for winter and never consider it. Others assume a booked flight is a sure thing.

Both groups often end up with the same plan. They book a tight weekend from Delhi and leave the flight for the final day. If the weather turns, there is no second attempt, and they head home without flying.

The better choice is to attempt the flight on your first full day in Bir and keep the next day free. Never schedule the flight on your departure day. A buffer day improves your chances of flying, though it still cannot guarantee a flight.

Plan It Like This: Flight Day Plus a Buffer Day

Plan It Like This: Flight Day Plus a Buffer Day

This one timing decision shapes the whole December trip.

Day 1 is your first full day in Bir. Make it your flight attempt.

Day 2 stays free. If you flew on Day 1, spend it at the monasteries, the Tibetan Colony and Bangoru waterfall. If the weather grounded you, Day 2 becomes your second chance to fly, and the sightseeing moves to whatever time remains.

Staying in Bir supports this plan. The Chogan landing ground is in Bir, and you are not relying on the Billing road to get back to your room if snow affects it.

The trade-off is cost. A buffer day adds a night to your stay. For a weather-dependent month, it is the most useful night you can book.

Getting to Bir in December

Getting to Bir in December

From Delhi, an overnight bus is a common way to reach the Bir area. HRTC runs deluxe services on the Delhi–Baijnath route. Book on HRTC’s official booking website or an authorised platform rather than through an unknown agent.

If you prefer to fly, the nearest airports listed for Bir Billing are Kangra Airport (DHM) at Gaggal and Chandigarh’s Shaheed Bhagat Singh International Airport (IXC).

The nearest broad-gauge railway station is Pathankot Junction (PTK). Kangra Valley narrow-gauge services on the Pathankot–Jogindernagar line were reported to resume in October 2026, from 11 October, after a monsoon suspension.

As reported, departures from Pathankot were at 5:00 AM, reaching Baijnath Paprola at 12:00 PM, and at 7:00 AM, reaching at 1:40 PM. This line has been suspended repeatedly. Check its current status with the official railway enquiry before you travel, and keep a backup plan in case it is not running in December.

With a few extra days, you can split the trip between two bases. Our Dharamshala and McLeodganj guide helps you plan that second half.

Where to Stay for Bir Billing in Winter

Where to Stay for Bir Billing in Winter

Stay in Bir, near the Chogan landing ground or the Tibetan Colony, rather than up at Billing. Billing sits about 3,500 ft higher, and snow blocked its access road in late December 2024. That blockage depends on the weather and is not constant. Even so, a Bir base means you do not rely on that road to reach your room.

Bir Billing in winter also brings a cost detail many people overlook: room heating. HimTrails’ own Bir Billing package terms list “heater charges at hotels, where applicable” as an exclusion. Whoever you book with, confirm in writing that room heating is included in the room rate before you pay.

The trade-off is that a heating-inclusive room may cost a little more upfront. In return, you avoid a surprise charge on a cold night.

Pack a charged power bank and a torch in your day bag as well. The December 2024 power cuts around Baijnath showed why.

What to Do in Bir When You Are Not Flying

What to Do in Bir When You Are Not Flying

Your buffer day does not have to feel like waiting. Bir has a Tibetan refugee settlement with several Buddhist monasteries and a large stupa. It is also a noted centre for ecotourism, spiritual studies and meditation.

Start at Chokling Monastery, which has a large stupa and a statue of Padmasambhava. Palpung Sherab Ling Monastery offers courses in Buddhist meditation and philosophy, which suits travellers who want a slower day.

The Tibetan Colony has Tibetan handicraft shops, and a short hike from the colony takes you to Bangoru waterfall.

Tea plantations around Bir offer eco-tours where you can see how tea is produced. Andretta, known as the “Artist’s Village”, has a clay pottery museum, art galleries and craft shops. Confirm timings locally before you set out for any of these.

What to Eat: Thukpa in the Tibetan Colony

On a cold December day, order a hot bowl of thukpa at one of the eateries in the Bir Tibetan Colony near Chokling Monastery. Momos and Tibetan bread are also available at eateries there.

It is a practical choice as much as a tasty one. A hot bowl warms you up between monastery visits, and the eateries sit close to Chokling itself. Choose whichever place is open when you arrive.

One Thing to Skip in December

One Thing to Skip in December

Skip the drive up to Billing just for the view on a heavy-snow day, right after one, or whenever local advisories ask tourists to stay away. In late December 2024, the administration advised exactly that, and vehicles were stranded in the area.

This is not a reason to skip Billing altogether. The Bir–Billing road was cut out of the rock face in 1962, and on a clear day the drive is a normal part of your flight.

Our Verdict: Who Should Go to Bir Billing in December

Go to Bir Billing in December if you enjoy quiet, cold-weather mountain towns, Tibetan culture and cafés, and can keep at least one spare day. That spare day gives a weather-grounded flight a second chance.

Choose another month if a guaranteed flight on a fixed date is your only goal. The same applies if you have only a tight two-night weekend, dislike cold evenings or hope to plan around snow. October–November or March–June will suit you better.

If you do go, stay in Bir rather than Billing and attempt the flight on your first full day. Fly only with a pilot registered with the Himachal Pradesh Tourism Department, and confirm that room heating is included before you pay. Nobody can guarantee the weather or access to Billing, so build flexibility into the plan.

If you’d rather have the stay, transfers and timing handled, see our Bir Billing tour packages.
